长期以来,核电厂核岛工程项目的施工都是使用“质量检查和试验计划”进行质量控制。近几年来,尤其是三代核电AP1000依托项目要求进行核岛施工质量验收,主要基于两方面的原因:一是项目质量评优需要;二是核电项目核岛施工受业主委托引进了独立的第三方施工监理。随着核电发展新形势的需要,核电机组核岛的施工质量验收工作迫切需要建立标准化的验收规程——核电厂核岛施工质量验收技术规程。随着核电项目走出国门,核电施工验收的相关标准也将走向国际舞台。
