“国十条”是指2010年4月国务院推出的《关于坚决遏制部分城市房价过快上涨的通知》(国发[2010]10号)。“国十条”出台之后,今年全国的住房市场立即发生了巨大的变化,尽管全国住房销售价格仍然没有低下高昂的头,但无论是住房销售面积的增长还是住房销售总额的增长都出现快速下降。2010年1-8月的全国住宅销售面积及住宅销售总额的同比增长都出现大幅度的下降,分别比2009年同期下降了37.3%和56.2%,从而全国的住房市场出现“量降价滞”的局面。
