Government documents repeatedly referred to the concept of government-led and defined from different angles government-led health care content. Through the appraisal of the connotation of government dominance in the four documents of the government, this paper fully demonstrates the process of deepening the government dominance concept and reveals the government-led content, essence and historical evolution in the field of health care in an all-round way.
