2010年10月15日至18日召开的中国共产党第十七届中央委员会第五次全体会议审议通过了《中共中央关于制定国民经济和社会发展第十二个五年规划的建议》。自1953年以来,中国的每一个五年计划或规划都绘制了五年内国家的发展战略、发展政策和路径轨迹。鉴于全球经济将步入“结构再平衡”和“新产业革命”阶段、中国经济发展将进入“结构优化调整”和“产业升级创新”阶段,因此在经济转型关键时期的“十二五”规划备受海内外关注。本文便是西方媒体对“十二五”规划的视点。
