水资源优化配置是水资源管理的重点,而水资源实时监控管理系统在水资源优化配置中又具有举足轻重的作用。水资源实时监控管理系统由数据库、模型库、知识库、在线数据采集子系统、综合信息管理子系统、综合分析与决策支持子系统、实时控制管理子系统等组成。它是高技术的集成,体现了水资源可持续利用原则,并且代表了当前世界水资源管理的方向。我国应在“总体设计、分步实施、试点示范、全面推开”的原则下建设水资源实时监控管理系统。
The optimal allocation of water resources is the key point of water resources management, and the real-time monitoring and management system of water resources plays a decisive role in the optimal allocation of water resources. Water resources real-time monitoring and management system consists of database, model library, knowledge base, online data acquisition subsystem, comprehensive information management subsystem, comprehensive analysis and decision support subsystem, real-time control management subsystem. It is a high-tech integration that embodies the principle of sustainable use of water resources and represents the current direction of water resources management in the world. China should establish a water resources real-time monitoring and management system under the principle of “overall design, step-by-step implementation, pilot demonstration and overall promotion”.
