我国地方政府债务问题由来已久,欧债危机的爆发,使得地方债务问题越来越受到人们的关注,地方政府举债行为也成为人们讨论的焦点,公共产品理论、规模经济、财政政策以及乘数效应都是地方政府举债行为的经济学基础,通过分析我们看到地方政府举债行为的合理性,为我们理解和解决地方政府债务问题提供参考。

The debt problem of local government in our country lasted for a long time. The outbreak of the European debt crisis made the local debts issue more and more people’s attention. The debts of local governments also became the focus of discussion. The theory of public goods, economies of scale, fiscal policy and multiplier The effect is the economic basis of local government’s debt-borrowing behavior. By analyzing the rationality of local government’s borrowing behavior, we can provide reference for our understanding and settlement of the debt problem of local government.
