中央人民政府政务院命令(政财字第四一二号)美国政府于一九五零年十二月十六日宣布管制我中华人民共和国在美国辖区内的公私财产并禁止一切在美注册的船只开往中国港口,企图继其武装侵略我台湾、轰炸我东北、炮击我商船之后,进一步正经济上来掠夺中国人民的财产。中华人民共和国中央人民政府鉴于美国政府这种对我国日益加剧的侵略和敌视行动、为了防止其在我国境内从事经济破坏和危害我国家人民的利益起见,特采取如下措施:
Order of the Central People’s Government, the State Council (No. 411 of Government Word) The U.S. government announced on December 16, 1950 the control of public and private property of the People’s Republic of China in the U.S. jurisdiction and the ban on all vessels registered in the United States Bound for the Chinese port in an attempt to further plunder the Chinese people’s property economically following its armed aggression against Taiwan, the bombing of the northeast and the shelling of our merchant ships. In the light of the U.S. aggression and hostility against the deteriorating China, the Central People’s Government of the People’s Republic of China has taken the following measures in order to prevent it from engaging in economic damage and jeopardizing the interests of our people in our country:
