1日,中国人民政治协商会议全国委员会在京举行新年茶话会。赵紫阳在贺词中说:经过全国各族人民共同奋斗,治理经济环境、整顿经济秩序的工作一定能够达到预期的目的。中国的改革一定会继续前进,取得更大的成就。因为困难而对改革、开放的总方针总政策发生动摇是错误的;从根本上怀疑、否定社会主义制度的思潮更是错误的。11日,中共中央批转了中央组织部《哭于建立民生评议党员制度的意见》,要求评议党员干部要把顾全大局、清正廉洁、严守法纪作为重要内容。中央的通知说,建立民主评议党员制度,是从严治党,提高党员素质的一项重要措施,是通过制度建设加强对党员进行经常性教育、管理和监督的有效方法,对于在治理经济环境、整顿经济秩序、全面深化改革中充分发挥党的领导核心作用和党员的先锋模范作用,具有重要的意义。
