本省天花流行最廣,死亡率最高,去年六至十二月接到六十七县的疫情報告中,有大理、祿勸、元江、元謀、昭通、镇雄、武定、易門、永善、姚安、牟定、大姚、豐、永仁、墨江、開遠、蒙自、蒙化、楚雄、昆明(市)、彝良、霑益、熙興、曲靖、箇舊、洱、鹽津等二十七縣發生天花,患者一、三一九人,死亡五二一人,情形十分嚴重。因天花是可以預防的疾病,每個人只要每隔三、五年中痘一次,就可以避免發生天花,政府为了保障人民的健康,在去年秋天曾經發動了一次大規模的秋季种痘运动,本省经发出牛痘苗一萬七千五百打,約計可接种八十余萬人,多数縣份都能遵照指示,發動中西醫務人員並訓練种痘员,大力展开种痘工作,但因發动時间稍遲,各地衛生機構多未恢复,民间春初才種痘的习惯很深,少數縣份還有將痘苗擱置,準備到春初才點种的情形。防疫工作是一个艱巨的,需要長期繼續下去的羣眾工作,好在种牛痘比較其他的預防接種容易為羣眾接受和擁護,尤其春天種痘是很適合民间的習惯,为了響应中央‘在三年之內完成全國普遍種痘,並在本年內完成人四分之一接受種痘’的號召,故特從早發动春季种痘,深望各級領導上能重视这项工作,各地都联合黨政軍民將各級衛生防疫委員會組織起來作為統一的领导机构,很好的团结及發動中西醫务人員和广大群众來完成这項任務。
