1.千方百计扩大就业。各级政府应把扩大就业和再就业作为当前经济工作的重要任务,从根本上增加居民收入,提高居民消费能力,尤其是要拓宽农村剩余劳动力的就业门路。(1)建立促进就业的税收政策体系,积极发展具有比较优势的劳动密集型产业,加快发展第三产业,对自谋职业、自主创业的下岗失业人员在政策上给予必要的税收优惠。(2)要充分发挥非公有制经济和中小企业在增加就业方面的作用,中央和省级财政要拿出一定的财政资金用于建立政策性担保机构和全国性再担保机
1. Do everything possible to expand employment. At all levels of government, expanding employment and reemployment as an important task in current economic work should fundamentally increase residents ’incomes and increase residents’ spending power. (2) In order to give full play to the non-public ownership economy and the role of SMEs in increasing employment, the central and provincial governments should allocate certain financial resources for the establishment of policy-oriented guarantee agencies and national re-guarantee agencies
