近年来。各地工商企业推行了各种形式的经营承包制,取得很好成果。但是,有少数单位和个人认为改革就是承包,承包就是多拿钱。有的为了多拿钱,甚至弄虚作假,分光吃光。最近我参加税收、财务大检查,看到这样三个单位: 第一个是某机械厂。该厂1984年承包给两人经营(一人为临时工),承包合同规定按完成产值的9‰提奖。1985年完成产值300多万元,应提奖金2.7万元,由于承包者不好意思,改按200万元产值提奖1.8万元,一人分得1.08万元,一人分得0.72万元,而全厂职工收入平均每月只有70多元。第二个单位是某电线厂,由于材料紧缺,厂部同意供应科按采购钢材低于每吨6,700元的部分提奖4%。经调查,市场平均价只有6,300元左右,低于起奖价格。该科截至1985年10月止,共计提奖金2.4万元,科长得6,800元,副科长得5,000
