目前,全省水文系统已全面推行了人员聘用制度,摒弃了长期以来一直套用的党政机关之人事管理模式,建立起了充满生机与活力的人事管理机制。该制度打破干部工人身份界限,这一举措,既符合与时俱进,又紧密结合事业单位人事制度的自身特点,引进了有效的竞争激励机制,为人才的全面成长和发展开辟广阔的空间。
At present, the province’s hydrological system has fully implemented the system of employing people and has abandoned the personnel management mode of party and government organs that has been being applied for a long time and has established a vigorous and viable personnel management mechanism. This measure, which breaks down the boundaries of cadres and workers, is not only in keeping with the characteristics of keeping pace with the times but also closely integrating the personnel system in public institutions, introducing effective competition and incentive mechanisms and opening up vast space for the all-round growth and development of qualified personnel.
