1994年上半年,全国公安机关以维护稳定为中心,积极开展各种形式的“严打”斗争,取得丰硕战果,有力地保障了社会治安的稳定。据统计,上半年共破获刑事案件543996起,破案率为73.2%。比去年同期多破案6.3万起,破案率提高4.8个百分点;其中破获大案182393起,破案率为65.2%,比去年同期多破3.9万起,破案率提高3.8个百分点。但是,当前刑事犯罪处在高发期,刑事案件比去年同期仍有所增长,大案增幅更大。上半年,全国共立刑事案件743543起,比去年同期多41122起,上升5.9%;其中大案279913起,比去年同期多46842起,上升20.1%;犯罪分子杀死17857人,杀伤42644人,分别比去年同期增加810人和2980人;刑事犯罪造成直接财产损失价值33.6亿元,比去年同期增加11亿元。突出情况是:
