国务院扶贫开发领导小组近日发出通知,要求“坚决刹住贫困地区铺张浪费之风,一律不准新建机关办公楼”,通知提出了八个“不得”做的具体事项,比如不得使用财政资金或通过摊派方式举办各类节庆活动和演唱会等文娱活动;不得超标准建设道路、广场等公共基础设施,等等。此通知主要是针对贫困地区,不知“非贫困”地区的同志对此有何感想。其实, 廉政禁令不分贫富,严禁铺张浪费,狠刹奢侈抖阔之风,是执政为民的共性要求; 况且,我国目前国力还不算充裕,那些即使相对富裕的地区,也有各自的弱势群体和贫困区域。那么,先富一步,相对有钱的地区,应该如何做呢?我们决无理由在“严禁”、“不准”面前实行贫富地区执行有别,好像穷者当俭,富者可奢似的。
The Leading Group for Poverty Alleviation and Development of the State Council recently issued a circular calling for “resolutely halting the spread of wasteful wind in impoverished areas and forbidding the construction of new government offices”. The circular put forward eight specific issues that “must not be done”, such as not using financial funds or passing Assorted ways to organize all kinds of festivals and concerts and other recreational activities; not exceed the standard construction of roads, squares and other public infrastructure, and so on. This notice is mainly targeted at poor areas, I do not know the “non-poor” areas comrades have any feelings about this. In fact, the clean government ban is not based on the rich and the poor. It is strictly forbidden to extravagance and waste. The righteousness and hard-won luxury are the common requirements of governing for the people. Moreover, the current strength of our country is not yet abundant. Those areas that are comparatively affluent have their own weaknesses Groups and poor areas. So, what should be done in the areas where the richest people first got rich and the richer areas are? We have no reason to enforce the distinction between the rich and the poor in the “no-ban” and “forbid” areas, as if the poor are frugal while the rich can be extravagant of.
