郝欧1973年生于北京。1992年毕业于中央美术学院附中。1995年进入邮票印制局设计室。现为邮票印制局设计室雕刻师,设计师。设计并雕刻《芜湖长江大桥》《青城山》《古代思想家》《东周青铜器》《中华人民共和国第十一届全国人民代表大会》等邮票,北京印花税票《北京园林》。设计的邮资封片有《第一次全国经济普查》《沙坡头自然保护区》《雕塑-麒麟仙女》《江门小鸟天堂》《九鲤湖瀑布》《安平桥》《乐山大佛》《黄龙五彩池》《抗美援朝纪念馆》《中国2010年上海世博会会徽》等。
