In October 2001, the Ministry of Education issued the “Nine-Year Compulsory Education Elementary Morality and Junior High School Ideological and Political Course Standards (Revised)”. The new “Course Standard” places great emphasis on students’ ability, especially the ability to analyze problems and solve problems. It emphasizes teaching methods to strengthen the teaching of “activity” classes to consciously improve students’ practical and innovative abilities.
