实施正确的宏观调控,前提是对我国房地产市场的特征有一个切合实际的认识。现阶段我国房地产市场具有明显的过渡期特征。体现为体制变革进程没有完成,房地产市场没有“定型”,其市场表现如房价、结构、需求、规模、速度都与“成熟市场”有较大的差异。市场形势分析和宏观调控,都必须对此给予充分考虑,不能盲目照搬国外“成熟市场”的做法。
