排污费是当前中国环境管制的一种重要手段,但其他国家也有用排污权交易和排污标准的手段。对于这三中环境管制方法,笔者作了比较分析,得出排污费才是适合当前中国经济发展形势下最佳的环境管制方法。
Sewage charges are an important means of environmental regulation in China at present, but other countries also have the means to trade and discharge sewage standards. For the three methods of environmental regulation, the author made a comparative analysis and concluded that the sewage charges are the best environmental regulation methods for the current economic development in China.
