中哈跨界河流合作利用对中哈两国经济发展具有举足轻重的影响,是推进丝绸之路经济带建设的重要问题,但同时也面临跨界河流水资源的公平分配、生态环境保护等难题。结合中哈两国关于跨界河流水资源合作利用的进展,在遵守国际水法基本原则的基础上,建立系统的法律制度,联合管理,和平解决国际水争端是应对中哈跨界河流利用合作难题的主要对策。中国作为丝绸之路经济带战略的倡导者以及中哈跨界河流的上游国,应率先重视跨界河流合作利用。
The cooperation and utilization of China-Kazakhstan border rivers have decisive influence on the economic development of China and Kazakhstan. They are an important issue to promote the construction of the Silk Road Economic Belt. However, they are also faced with such problems as equitable distribution of water resources and protection of the ecological environment in transboundary rivers. Based on the progress made in the cooperation and utilization of water resources in cross-border rivers by China and Kazakhstan, establishing a systematic legal system and jointly managing and resolving the international water dispute on the basis of abiding by the basic principles of international water law is a response to the utilization of cross-border rivers in China and Kazakhstan The main problem of the solution. As an advocator of the economic belt in the Silk Road Economic Belt and an upstream country in the cross-border rivers of China and Kazakhstan, China should take the lead in focusing on the cooperation and utilization of cross-border rivers.
