教育部副部长李卫红在“第二次高校出版社体制改革工作会议”上明确指出:高校出版社按照中央关于出版体制改革的部署,要在两年内基本完成高校出版社的转制工作;要按照教育部和新闻出版总署制定的高校出版体制改革两个文件精神,借鉴首批体制改革试点单位的经验,把体制改革工作抓紧抓好。第二次高校出版社体制改革工作会议的召开,标志着全国高校出版社体制改革工作已进入全面推进阶段。经过首批19家高校出版社一年多的改革试点实践,高校出版社深化改革的愿望更加迫切,占全国高校出版社总量59.22%的第二批进入改制的61家高校社的体制改革工作正在紧锣密鼓地进行。由于所依托的高校和各高校出版社发展水平的不同,在改制工作中会面临各种不同的问题。如何破解改制过程中的各种深层次矛盾和问题;如何通过改制建立现代企业体制,塑造真正的可持续发展的市场主体,全面推进体制机制创新,调动广大出版工作者的积极性和创造性;如何通过内部管理机制的变革,实现出版社更好更快地发展。2009年第2期特约请几位改制出版单位的社长就这些话题发表各自的见解,以期深化对高校出版体制改革的认识。文章刊出时,以来稿先后为序。
