党的十八大报告指出:“提高海洋资源开发能力,发展海洋经济,保护海洋生态环境,坚决维护国家海洋权益,建设海洋强国。”海洋经济已成为拉动我国国民经济发展的有力引擎。本文首先分析改革开放以来云霄经济发展的速度和质量与同处沿海地区的县市区相比较为落后,提出发展云霄县域经济的突破口在于大力发展临港经济,然后从三个部分来阐述临港经济与云霄县域经济发展的关系:第一,阐明临港经济对云霄县域经济发展的重要作用;第二,指出云霄发展临港经济的优势和现存问题;第三,从港口功能规划、港口基础设施建设、打造临港经济产业集群、拓展港口腹地市场和融资等五个对策措施来大力发展临港经济,加快云霄县域经济发展的进程。

This paper first analyzes the speed and quality of the economic development in the sky since the reform and opening up and lags behind the counties and cities in the same coastal areas. It is proposed that the breakthrough in the development of the county economy in Yunxiao is to develop the economy in the port and to elaborate the three aspects The relationship between economy and the economic development of Yunxiao counties: First, to clarify the important role of the port economy in the economic development of Yunxiao counties; secondly, to point out the advantages and existing problems of Yunxiao’s development of the port economy; Thirdly, from the perspectives of port function planning, Infrastructure construction, build Lingang economic and industrial clusters, expand the hinterland of the port market and financing five measures to vigorously develop the port economy, speed up the process of Yunxian county economic development.
