文章根据政府对非营利性医院绩效评价的需要,提出了不可或缺的3个组成部分:医疗服务质量指标体系、费用控制指标体系和财务运行指标体系。在此基础上论证了每一体系所包含指标的充分性、必要性及其重要性,特别是在各指标体系及各指标自身在整体指标体系中的权重平衡上。这个研究为政府对非营利性医院的绩效评价提供了一套切实可行的方案。
According to the government’s need for nonprofit hospital performance evaluation, the article puts forward three indispensable components: medical service quality index system, cost control index system and financial operation index system. On this basis, the adequacy, necessity and importance of the indicators contained in each system are demonstrated, especially in the weight balance of each indicator system and each indicator itself in the overall index system. This research provides a practical package for government performance evaluation of non-profit hospitals.
