电力普遍服务是一项关系国计民生的事业,意义重大,但当前由于相关政策并未制定,各方的权责利也没有明确的规定,电力普遍服务实施起来存在诸多障碍。因此,尽快制定相关政策,形成适合中国经济、电力发展状况的运作机制,逐步建立电力社会普遍服务的长效机制,既是我国电力管制部门急需解决的问题,也是从产业政策安全角度提高电力产业竞争力,维护电力产业安全的重要课题。
The universal service of electricity is a cause of national economy and people’s livelihood. It is of great significance. However, due to the fact that relevant policies have not been drafted yet, the rights and responsibilities of all parties are not clearly stipulated. There are many obstacles in the implementation of universal service of electricity. Therefore, formulating relevant policies as soon as possible, forming an operation mechanism suitable for the development of China’s economy and power, and gradually establishing a long-term mechanism for universal service in power society are not only problems that China’s power regulatory departments urgently need to solve, but also enhancing competition in the power industry from the perspective of industrial policy Power, maintain the safety of power industry an important issue.
