养老服务体系受到福利类型差异的影响而呈现出不同的发展状态。本文根据哥斯塔·埃斯平-安德森对于福利国家类型的划分,以瑞典、英国、美国、日本、法国为例,对不同福利类型下养老服务体系形成历史和标志性事件进行系统梳理,将五国养老服务体系的发展历程划分为三个阶段,进而探索养老服务体系发展的一般规律。在此基础上,界定我国养老服务体系的发展阶段,并从明确养老服务体系战略目标、加速迈进快速发展中期、平稳衔接快速发展后期和完善过渡期老龄法律法规体系等方面提出加快我国养老服务体系建设的措施。
The pension service system is under the influence of different types of welfare and shows different development status. Based on the division of welfare state types by Costa Espin Andersen and Sweden, the United Kingdom, the United States, Japan and France as examples, this paper systematically sorts out the historical and landmark events of pension service system under different types of benefits. Five countries pension service system development process is divided into three stages, and then explore the general law of the development of pension service system. On this basis, we define the stage of development of the pension service system in our country, and put forward the measures to speed up the pension service system in China in the aspects of defining the strategic target of pension service system, accelerating into the middle stage of rapid development, smoothly connecting with the rapid development of the transitional period and perfecting the legal system system of aging aged people, Construction measures.
