铁路基本建设投资的资金短缺一直是制约铁路发展的因素。“十五”将要实施的若干发展战略 ,要求铁路必须保持高速发展态势。随着我国市场化改革的深入 ,铁路基本建设的投融资模式面临新的机遇和挑战。在分析铁路基本建设投融资的有利和不利条件的基础上 ,提出了铁路基本建设投融资的改革思路。
The shortage of funds for railway infrastructure investment has always been a factor restricting the development of the railway. Several development strategies to be implemented during the 10th Five-year Plan require that the railway must maintain its rapid development. With the deepening of the marketization reform in our country, the investment and financing mode of railway infrastructure is facing new opportunities and challenges. On the basis of analyzing the favorable and unfavorable conditions of railway infrastructure investment and financing, this paper puts forward the reform mentality of railway infrastructure investment and financing.
