朝鮮停戰談判雙方的代表團會議,在十一月二十七日正式通過了關於第二項議程,亦即關於確定停戰軍事分界綫、以建立非軍事區問題的協議之後,已立即開始第三項議程‘在朝鮮境內實現停火與休戰的具體安排,包括監督停火休戰條款實施機構的組成、權力與職司’的討論。在這項議程開始討論的一天,朝中方面就提出了關於雙方一切武裝力量停止敵對行爲,自非軍事地區撤出,以軍事分界綫爲界自對方的後方和沿海島嶼及海面撤走,雙方一切武裝力量不得進入非軍事區或對該區進行武裝活動,以及組織雙方委員數目同等的停戰委員會的五項原則建議。
