随着我国公私合营(PPP)项目的发展,融资问题已成为PPP项目能否尽快实施的重点。作为解决PPP项目资产融资途径之一的PPP项目资产证券化,其标的资产特征与PPP项目投资回报期长且稳定的特点相吻合。推进PPP项目资产证券化,有利于盘活PPP项目存量资产,同时提高项目的稳定运营能力。本文以PPP项目资产证券化项目太平洋证券新水源污水处理服务收费收益权资产支持专项计划为案例,对PPP项目资产证券化实务进行解析。
With the development of public-private partnership (PPP) projects in our country, the issue of financing has become the focus of the PPP project’s implementation as soon as possible. As one of the ways to solve the PPP project asset financing, the asset securitization of PPP project coincides with the characteristics of the underlying asset that the investment return period of PPP project is long and stable. Advancing the securitization of assets in PPP projects will help revitalize the stock of PPP projects and at the same time improve the stable operation of the project. This paper analyzes the practice of asset securitization in PPP project by taking the asset-backed special plan of asset-backed securitization project of Pacific Seaborne, which is the asset-backed securitization project of PPP project, as a case study.
