我省房改有自身的有利条件,也有一些不利的因素。有利的条件是:我省是经济特区,市场经济的培育比内地步子快,人们的商品经济意识比较强,一部分职工的收入也较多元化,而且近年来建房的成本比较低。不利的因素是过去投资建房少,存量公房不太多,财政比较紧张,企业的效益也不太好。在这种情况下,一方面,干部职工改善住房条件的愿望非常强烈,买房置业的意识也比较强;另一方面,要靠财政和企业继续投入资金来建房,难度很大。所以海南房改的路子就是要加快盘活存量公房资产,回收资金,努力按照以个人出资为主的新办法推进新房的建设,较快地解决干部职工的住房问题。因此,我们的起点一定要比内地高,这是由海南经济发展的客观状况决定的。(一)加快盘活存量公房资产盘活存量公房资产有两个环节:提租和售房。我省1993年刚开始出售公房,阻力比较大,一说要出售公房。许多人马上想到
