在文献回顾的基础上,建立了开放经济背景下的低碳供应链绩效评价指标体系,认为应从供应链管理绩效、供应链低碳能耗、开放度、文化与发展环境这四方面对低碳供应链绩效进行评价。之后建立了开放经济背景下低碳供应链绩效评价DEA模型并用算例验证,结论是我国低碳供应链管理正在萌发,应注重供应链碳效率的提高,从四大方面衡量其绩效。建议通过配合“一带一路”倡议和自贸区战略,通盘考虑文化、管理、宏观环境等多种因素,采取开放措施提升我国在全球价值链中的地位;建设碳排放统计、检测和核算体系;培育企业树立发展低碳供应链的意识。
Based on the literature review, this paper established a low carbon supply chain performance evaluation index system in the context of an open economy. The paper suggests that low carbon supply chain performance evaluation should be conducted from four aspects: supply chain management performance, low carbon energy consumption in the supply chain, openness, culture and development environment Supply chain performance evaluation. After that, we set up DEA model of low-carbon supply chain performance evaluation under the background of open economy and verify with examples. The conclusion is that low-carbon supply chain management is developing in our country. We should pay attention to the improvement of carbon efficiency in supply chain and measure its performance from four aspects. It is proposed to adopt an open measure to enhance China’s position in the global value chain through the integration of the “One Belt and One Road” initiative and the strategy of a free trade zone with a comprehensive consideration of various factors such as culture, management and the macro environment; to build a framework for carbon statistics, testing and accounting System; nurture enterprises to establish awareness of the development of low-carbon supply chain.
