科学、规范的财政转移支付制度,是确保各级政府基本公共服务供给水平基本均等,促进地区间经济均衡协调发展的重要手段。浙江省从1995年开始,积极推进省以下转移支付制度,加大省级财政转移支付力度,对促进区域基本公共服务均等化起到了积极作用。本文对浙江省通过转移支付制度,促进区域!"基本公共服务均等化作一实证分析。旨在进一步完善转移支付制度,促进基本公共服务均等化。
A scientific and standardized financial transfer payment system is an important means of ensuring that the basic public services at all levels of government have basically equal levels of supply and promoting balanced and balanced economic development among regions. Since 1995, Zhejiang Province has been actively promoting the transfer payment system under the provincial level and intensifying the transfer payment at the provincial level, playing a positive role in promoting the equalization of basic public services in the region. This paper makes an empirical analysis on the equalization of basic public services in Zhejiang through the transfer payment system and aims at further improving the transfer payment system and promoting the equalization of basic public services.
