1963年8月,海河流域发生了一场历史上罕见的洪水,严重的灾情唤起社会各界对治理海河的极大关注。当年11月17日,毛泽东同志发出了“一定要根治海河”的伟大号召。30年来,国家投资约120亿元,群众投劳折资60多亿元,经过不断的治理,取得了巨大的成绩。在纪念毛泽东同志题词发表30周年之际,国务院总理李鹏题写了“根治海河,发展经济”。这充分体现了党和政府对海河流域经济发展的高度重视和对水利事业的极大关心。
In August 1963, a rare flood in the history of the Haihe River basin occurred. A serious disaster aroused great concern from all walks of life in the governance of the Haihe River. On November 17 that year, Comrade Mao Zedong issued the great call of “we must root out the Haihe River.” In the past 30 years, the state has invested about 12 billion yuan and the masses have contributed more than 6 billion yuan in reimbursements. After continuous management, great achievements have been made. On the occasion of the 30th anniversary of Comrade Mao Zedong’s inscription’s publication, Premier Li Peng of the State Council wrote a speech entitled “Curing the Haihe River and Developing Economy.” This fully shows that the party and the government attach great importance to the economic development in the Haihe River Basin and have great concern for the cause of water conservancy.
