阜新市太平区委按照中央“抓大放小”的战略方针,从1996年下半年开始,加大企业产权制度改革力度,对企业实行私营、租赁、股份合作等经营方式的改革。如何使转制企业党组织更好地发挥作用,呈现生机,大平区委本着有利于企业经济发展,有利于巩固党组织地位,易于为企业法人代表接受的原则,结合企业实际状况,党建工作与企业转制同步实施,在工作内容和工作方式上进行了大胆的尝试,取得了初步成果。
