背景:陈新民、男,1957年7月出生,籍贯湖南江华县。中共党员。毕业于云南公安高等专科学校。曾任云南省保山地区施甸县公安局缉毒队长、副局长,保山地区公安处缉毒大队副大队长、大队长,云南省公安厅缉毒处副处长。现任云南省公安斤禁毒局副局长,全国“五一”劳动奖章获得者。主要业绩:担任云南省施甸县公安局缉毒队长期间,带领全队民警共破获贩毒案件330起,抓获毒贩634名,缴获海洛因等精制毒品467.5千克、鸦片675.9千克,以及价值80余万元的赃款赃物。因成绩显著,所在的缉毒队曾荣立集体三等功2次,荣立集体一等功1次,多次受到上级公安机关嘉奖。1996年调任云南省公安厅禁毒处副处长,1998年任现职。个人8次被评为优秀共产党员,荣主二等功1次、三等功4次。1991年被中共云南省委评为优秀共产党员,被公安部、中宣部等单位评为“中国十大杰出民警”。1992年被公安部授予全国公安二级英模,被评为云南省特级劳动模范,当选为中共十四大代表。1995年被评为云南省首届十大杰出青年,全国先进工作者。1996年被评为中国十大杰出青年。1998年被云南省评为禁毒工作先进个人。
