上海是一座移民城市,每天都会有各式各样的人群,从四面八方涌入这座城市,在这个城市里来回穿梭,忙碌奔波。其中一部分成功者脱颖而出,成了这座移民城市的新上海人,更多的人则以流动者的身份,融入了这座城市的工作和生活,这些流动者,我们称之为外地来沪人员。这些外来人员,数目庞大,流动性强,往往具有一定的隐蔽性,消防安全和火灾防范意识淡薄,自我保护能力和抵抗风险的能力较差,一直是消防部门关注的弱势群体。
Shanghai is a city of immigrants. Every day there are all kinds of crowds, pouring into the city from all directions and traveling back and forth in this city. Some of those successful people have come to the fore and become new Shanghainese people in this immigrant city. More and more people migrate to work and live in this city as migrants. These migrants, whom we call them overseas . These migrant workers, with large numbers and strong liquidity, often have a certain degree of covertness. Their weak awareness of fire safety and fire prevention, their ability to defend themselves and their ability to resist risks have always been the focus of the fire department.
