黑河專員公署:各市縣旗人民政府: 目前麥收未完,秋收已到,今年的特點秋雨大,秋凉早,部份地區歉收,大田尚在貪青,大有早凍危險!为保證農民一年辛勞所得,不受损失及時入倉,必須與一切水、壞秋災做闘爭,因此领导上必须作好秋收計劃,準備典具體组織领导,為此特作如下决定:
