在2003年12月召开的全国少工委四届五次全委会上,全国少工委下发了《少先队2004工作工作要点》。《要点》是全国少工委对新一年全队工作提出的总体要求,体现了少先队工作的核心精神,统领并指导着全年的少先队工作。广大少先队工作者和辅导员老师认真学习《要点》,领会其精神实质,是做好2004年少先队工作的前提和保证。《要点》中第二部分着重提出:少先队要“适应教育创新特别是基础教育课程改革的新要求,进一步完善‘雏鹰奖章’体系,推动‘雏鹰奖章’与基础教育新课题建设的有机结合”;明确了少先队配合基础教育课程改革的任务就是依据素质教育的要求与新课程的结构、内容,完善“雏鹰奖章”体系;要求各级少先队组织要按照素质教育的理念,积极开展争章活动,完善“雏鹰争章”过程,全面提高少年儿童的综合素质。为贯彻落实《少先队2004年工作要点》精神,本刊从今年第一期开始,就围绕“少先队与新课程改革”这一重点话题,刊发经验,展开讨论,邀请教育专家谈观点、讲思路。这一期开始,我们将全国少工委确定的“少先队与新课程改革相结合”的有关精神,以解读的方式。陆续刊发指导文章,供广大辅导员学习参考。
