一、问题的提出1985年出现的全国性质量普遍下降时就已提出:企业不能再走速度效益的路子,而应走加强企业管理、提高产品质量的质量效益的路子,才符合经济发展规律,为社会主义建设创造真正的效益,以保证国民经济持续、稳定、协调地发展.然而,令人遗憾的是,这一科学的论断,未能引起人们的重视,相反地恰在相当程度上继续热衷于盲目的投入,置宏观效益不顾,大搞为我所用的所谓“短、平、快”项目.一个劲上项目、增产量、番产值,不讲或少讲产品质量,更少讲投入产出效益,从某种程度讲,质量不过成了投入的副产品罢了!结果形成一股竞相投入齐头并进、重复引进,靠投入增收的速度效益的旋风,不尊重经济发展规律、急功近利的短期行为,最终则是欲速则不达.四年后的1989年,全国产品抽样检查.抽检合格率再次下降到58.4%,又出现了全国性质量的第二次滑坡,伴之而来的是经济过热、通货膨胀和效益下降的局面,严重的阻碍了国民经济的正常发展,酿成了极大危害.
