随着改革开放的不断深入和市场经济建设的发展及逐步完善,从党政机关为提高工作效率实行精兵简政,到各事业、企业单位机构改革重组,都在不断地进行优化组合。为了打开市场、巩固市场、发展生产,争取更高的经济利益而不断地调整着。这是适应当前社会的变革和经济工作的需要.符合社会主义经济建设的发展规律。但是,这些变革也给档案工作和基层档案部门带来诸多显而易见的生存发展问题。
