随着90年代初信息技术的广泛应用,世界经济已经开始了向知识经济转变的伟大转折。正如前几次工业革命带给世界的巨大变化一样,知识经济的全面崛起也给世界带来了深刻的变动。世界银行副行长瑞斯查德认为,知识是比原材料、资本、劳动力、汇率更重要的经济因素。美国管理学权威彼得·德鲁克说:“在现代经济中,知识正成为真正的资本与首要的财富。”面对世界经济变革,如何发展中国的高新科技是摆在我们面前的重大课题。作为首都,北京的高新技术发展无疑更为引人注目。
