流动就业人员档案管理工作是在我国改革开放后,与劳动用人制度改革相配套的一项重要工作,是一项政策性很强的人事工作。北京市流动就业人员档案管理工作大体经历了三个发展阶段。目前流动就业人员的档案管理在档案利用、档案转递、档案监管等重要环节出现了与社会发展不相适应的突出问题。结合工作实践,在新形势下流动就业人员档案管理制度、模式、监管等方面需要开展必要的制度创新,以期更好地促进北京市人力资源的自由流动和确保人事档案得到安全、有效管理,更好地发挥其应有功能。
