蓬莱19-3油田溢油事故给我国国际石油合作有关工作敲响了警钟。对中国国际石油合作突发事件定义、分类等清晰、合理的界定,有助于推动相关研究工作的进一步深入和拓展。本文给出了中国国际石油合作中的突发事件的定义,并对其内涵和特征进行分析。在此基础上,结合蓬莱19-3油田溢油事件处理中的经验和不足,对中国国际石油合作中的突发事件进行了分类,并就三类事件的相互关系及处理上的内在关系进行了论证和说明。
Penglai 19-3 oil spill incident to China’s international oil cooperation has sounded the alarm. A clear and reasonable definition of the definition and classification of China’s international oil cooperation incidents helps to further deepen and expand the relevant research work.
