住房社会权利是人的基本权利,市场经济制度应该积极发展和保护这个权利,而权利的保护不仅取决于对市场经济体制模式选择的理解,更主要的取决于对社会主义内涵的根本认识,对有效住房政策的取舍,完全取决于是否具有“以人为本”的公共治理价值取向及对其认同的程度。
The social right to housing is a basic human right and the market economic system should actively develop and protect this right. The protection of rights depends not only on the understanding of the choice of market economy system model, but also on the fundamental understanding of the socialist connotation. The choice of effective housing policy depends entirely on whether there is a “people-oriented” value orientation of public governance and the extent of its recognition.
