铁是人类生产生活的极其重要的资源。铁的应用,推动了人类社会的进步,促进了经济的发展,改变了战争的格局。我国铁矿开采历史极其悠久,历来从事铁矿开采的从业人员众多,矿区纠纷争斗,偷挖私采比较普遍,在一些地方还十分严重。因此,不仅朝廷十分重视铁业开发的整顿与规范,而且许多地方官吏也纷纷通过立定规则,厘制章程,令各方遵守、以求铁矿开采依法进行,地方宁静稳定,矿区不出现争抢滋事,矿工不得“作奸生乱”,国家铁矿税收源源入库,不致偷漏流失。
