“改造不减产”和目前利润每年递增10%的指标,给鞍钢带来了产量压力。鞍钢的主要技术经济指标大多落后于国内同行业水平。在长远计划安排中,从全局衡量和长远考虑,鞍钢的优势和发展重点似应放在型钢和中厚板方面。“七五”期间或更长一段时间内生产规模不宜扩大,应淘汰平炉和发展连铸,广开资金渠道和组织多种经营。鞍钢的长远计划应分两步走,先扩建新区,再改造老区,最终形成1000万t 的粗钢生产能力。新区以型材为主,老区以板材为主。
