我国城乡基础教育不公平的原因,长期以来都是见仁见智,但根据笔者长期大量的调查研究,如果从《中华人民共和国教育法》第十四条行政管理角度考察,最根本最深层的原因则是地方人民政府教育决策者们对促进教育公平的态度与决心。
The reasons for the unfair basic education in urban and rural areas of our country have long been a matter of opinion, but according to a large number of long-term investigation and research conducted by the author, if we look at the administrative management of Article 14 of the Education Law of the People’s Republic of China, the most fundamental reason is: Local People ’s Government Educational Policy - makers’ Attitudes and Determined to Promote Equity in Education.
