目前国外由于石油涨价、工农业等用电需要量增长、扩建或改建老水电站比新建水电站经济等原因,对现有水电站的现代化(包括革新、挖潜、改建、扩建等)问题已愈来愈重视。国外有不少老水电站已经和正在进行现代化。据美国工程师兵团的调查,美国一些现有的水电站通过扩大装机,可以增加出力1400万瓩,并且在成本上是可以同火电站和原子能电站竞争的。美国垦务局对某些现有水电站作了类似的调查,发现通过扩建和更新设备,可以增加出力150万瓩。
