目前,世界新技术革命的浪潮正在引起国际生产、交换、消费和社会生活的一系列深刻变化。在这种形势下我们应当坚决贯彻经济建设(包括国防经济建设)必须依靠科技进步、科技工作必须面向经济建设的方针,把促进科技进步这个带有全局性的根本任务真正放到战略地位上来。军品研究试制和军事新技术开发亦必须服从这一大局。技术对社会的影响主要有两种方式:第一,通过向生产力的渗透,最终导致社会经济基础的变革;第二,作为军队战斗力的组成因素之一,直接作用于社会,并影响到人类社会生产和生活的各个方面。历史经验表
