改革开放和社会主义现代化建设对党的队伍建设提出新要求。当前,基层党组织的首要任务就是贯彻“三个代表”重要思想,做好发展党员工作,充分发挥广大党员的先锋模范作用。新形势下加强党的队伍建设,发展新党员应“三步走”。第一步:加强教育,壮大入党积极分子队伍入党积极分子是党的后备力量,建立一支庞大的入党积极分子队伍,是做好党员发展工作的基础。而抓好职工特别是青年同志的教育,则是壮大入党积极分子队伍的关键。
