在即将讨论1989年预算之前发表一项关于地方技术研究与开发政策的评价是非常适宜的。这项评价是由研究与技术最高委员会(CSRT)根据法国研究部的意见提出的。自从1981年以来,法国为了发展地方性研究与技术就通过一系列地方性会议制定出国家一地方研究开发发展计划合同,上述评价实际上就是对这些合同执行情况进行分析。
It is highly appropriate to publish an evaluation of the R & D policy on local technology just prior to the 1989 budget review. This assessment was made by the Research and Technology Supreme Council (CSRT) based on the opinions of the French Research Department. Since 1981, France has developed a number of national-level R & D development contracts through a series of local conferences in order to develop local research and technology. These evaluations are in fact an analysis of the implementation of these contracts.
