当今世界正在经历着深刻而巨大的变化。产生这一变化的主要动因之一是,当代科技的发展无论在深度、广度和速度上都达到了前所未有的高度,其影响所及,不但导致社会生产力的迅速提高,使得一些国家和地区经济得到明显增长,而且也促使各国综合国力对比发生巨大变化,国际关系随之产生格局性改变。在这充满矛盾和激烈竞争的世界里,国际间的竞争,说到底是综合国力的竞争,关键是科学技术的竞争,而科学技术必须以人为载体,因此,人力资源的开发和争夺又成了国际新热点。笔者参加了今年3月24～27日由亚太经社理事会发起、在马尼拉召开的人力资源开发区域性会议。会议交流了区域间及各国国内人力资源开发的情况。笔者代表中国人力资源开发中心机构介绍了中国人才资源开发情况,并提出了今后工作的建议,受到了与会各国代表的赞扬:中国是亚太地区人力资源开发工作最活跃的国家之一。会议对什么叫人力资源开发?为什么要开发人力资源?如何开发人力资源等问题展开了
The world today is undergoing profound and enormous changes. One of the main reasons for this change is that the development of modern science and technology has reached unprecedented heights both in depth, breadth and speed, and its impact has not only led to the rapid increase of social productive forces and the economic growth in some countries and regions But also contributed to the tremendous changes in the overall national strength of all countries and the consequent pattern changes in international relations. In a world full of contradictions and fierce competition, international competition in the final analysis is the competition of comprehensive national strength. The key is competition in science and technology. Science and technology must be manned. Therefore, human resources development and competition have become International new hot spot. The author participated in a regional conference on human resources development initiated by the Asia Pacific Economic and Social Council from March 24 to 27 this year in Manila. The meeting exchanged views on the development of human resources in different regions and in various countries. On behalf of China Human Resources Development Center, the author introduced the development of China’s human resources and put forward suggestions for future work. It was praised by delegates attending the conference. China is one of the most active countries in the development of human resources in the Asia Pacific region.
